A partial taking is more nuanced: only part of the property is taken, so the appraiser must analyze the value of the portion acquired and whether the remainder is affected — for example, by changed access, a reduced building site, or a new easement. How those elements relate to value depends on the property and the market, and no factor automatically produces a set adjustment. The methodology is driven by the assignment's scope and intended use.
The appraiser evaluates the property's living area, lot size and shape, access, condition, highest and best use considerations, and any features affected by the taking. Recent comparable sales of similar properties are analyzed, and where the taking alters a specific attribute — frontage, acreage, access — that change is considered in the context of the local market. The report is a documented, USPAP-compliant opinion of value that owners and their attorneys can use in negotiations or proceedings.
