Because assessment ratios, exemptions, and caps vary by jurisdiction, a change in your tax bill does not automatically mean your property's market value was overestimated. An appeal addresses the assessed value; it does not change the tax rate or remove a separately governed exemption.

An appraisal is not the only form of evidence, and it is not always the right starting point.
